What Plica does, and what stays yours

Plica does this
It can: discover opportunities and recurrence, investigate buyers and competition, read the tender, compose dossiers, organise requirements and tasks, monitor change, record outcomes and return every claim with source and coverage.
It does not, and that is deliberate
It cannot: decide the GO/NO-GO for you, submit or sign the bid —that happens in SICOP and a person does it—, contact the official (with an open procedure it will not even hand you the contact), invent a figure when the evidence falls short, mix clients, or publish a probability before it clears its calibration gate.

After the opening: your rank, and what the rank does not tell you
Once the official opening act is published, SICOP already shows you the price position you landed in — that is free, and it is the first thing any seasoned consultant looks at. Plica starts there — it lays out the named bidders from the act and your place among them — and adds each one’s real track record. Against that same yardstick, the position you can already see, the model adds +0.05 AUC on the verified cut-off. We measure against the rank, not against chance, because we are not revealing the rank to anyone.

The cheapest bid loses 36 out of every 100 times: that is why the position informs but does not decide. These frequencies are what was observed in the historical cut-off, not a forecast about your case. And before the act nothing shows up: if the opening has not finished, Plica says so — it does not estimate.
Calibrated predictor — coming soon
An in-house model trained on 351,929 unique awarded lines from SICOP. It only publishes probability if it passes the calibration gate: when it says 70%, it means winning ~70 out of 100 comparable cases in the verified cut-off. Until then, it is not published — no inflated 'success rate'.
